    The artcile is on a very actual problematics and represents a new contribution in the area with emphasis on non-perturbative methods. The artcile is well argumented and well written. The most important result consits in a decrease of the vacuum energy for Coulombian centers charges greater than critical value. Meanwhile, it would be useful to recollect to authors on the contribution of few other Russian and Soviet authors, as A.B. Migdal, V.I. Ritus, A.I. Nikishov and V.R. Khalilov. Some of their contributions refer to strong magnetic fields.
