A semigroup in \(L^1((0,\infty),x dx)\) is constructed for the fragmentation equation \[ \partial_t u(x,t) = \int_x^\infty \gamma(y,x) u(y,t)\ dy - u(x,t) \int_0^x \frac{y}{x} \gamma(x,y)\ dy\,, \quad (x,t)\in (0,\infty)^2\,, \] with initial condition \(u(x,0)=f(x)\), \(x>0\), when the fragmentation kernel satisfies \(\gamma(y,x) \le (2-\tau) y^\theta x^{-\tau} \mathbf{1}_{(0,x)}(y)\) for some \(\tau<2\) and \(\theta\in\mathbb{R}\). In addition, the semigroup solution is shown to be a strong solution to the fragmentation equation when \(f\) is compactly supported. The construction of the semigroup uses truncated approximation as in [\textit{D. J. McLaughlin} et al., SIAM J. Math. Anal. 28, No. 5, 1158--1172 (1997; Zbl 0892.47044)] but omits to refer to several more recent contributions on the same issue such as [\textit{J. Banasiak}, Math. Models Methods Appl. Sci. 14, No. 4, 483--501 (2004; Zbl 1090.47026)].
