The aim of this paper is to prove a theorem on the existence of global surfaces of section with prescribed spanning orbits and homology class. This result is a modification and a refinement of a result due to \textit{D. Fried} [Topology 21, 353--371 (1982; Zbl 0594.58041)], reformulated in terms of invariant measures instead of homology directions. There is an important aspect to stress here: One should work to make the general results from Schwartzman-Fried-Sullivan theory more applicable, and to make the restrictive geometric results such as \textit{G. D. Birkhoff}'s theorem [Dynamical systems. First printing of revised edition. Providence R.I.: American Mathematical Society (AMS) (1966; Zbl 0171.05402)] more general. Pseudo-holomorphic curve theory in symplectizations and symplectic cobordisms, as introduced by \textit{H. Hofer} [Invent. Math. 114, No. 3, 515--563 (1993; Zbl 0797.58023)], implements this program within the class of Reeb flows. The following remarkable theorem [\textit{H. Hofer} et al., Ann. Math. (2) 148, No. 1, 197--289 (1998; Zbl 0944.37031)] is the author's guide: Every smooth compact strictly convex energy level in a four-dimensional symplectic vector space admits a disk-like global surface of section.
