Let \(X\) be an infinite-dimensional vector space over the field \(\mathbb{R}\) or \(\mathbb{C}\). If \(X\) is finite dimensional, then all norms on \(X\) are equivalent, but this is not true if \(X\) is infinite dimensional. The authors in Part I [ibid. 578, 153--158 (2019; Zbl 1444.46021)] studied the continuity and discontinuity of seminorms on \(X\) when \(X\) is infinite dimensional. In this paper, the authors extend their study further when \(X\) is infinite dimensional, and if \(N\) is a norm on \(X\), they prove that there exists a proper seminorm \(S\) on \(X\) which is ubiquitously continuous with respect to \(N\). The authors also study whether, if a given seminorm is ubiquitously continuous with respect to two norms, then these two norms are necessarily equivalent. They answer this question in the negative by providing a counterexample. They raise similar questions and answer these by providing a proof or by providing a counterexample. Two open questions are also raised.
