    After \textit{V. I. Arnol'd} constructed a celebrated example of an \textit{a priori} unstable system in [Sov. Math., Dokl. 5, 581--585 (1964; Zbl 0135.42602); translation from Dokl. Akad. Nauk SSSR 156, 9--12 (1964)], he raised a well-known conjecture about the dynamical instability of a nearly integrable Hamiltonian \(H(p, q)=h(p)+\varepsilon P(p, q), (p, q)\in \mathbb{R}^n\times \mathbb{T}^n\). \par The first main result of this paper is Theorem 1.1., which proves the conjecture for positive definite Hamiltonian systems with three degrees of freedom in the cusp-residual generic sense in \(C^r\)-topology for \(r\geq 6\). The variational method of the proof is based on Mather's theory and weak KAM theory. \par The second main result is Theorem 2.1., which establishes the existence of a \(\delta \)-dense transition chains for any small \(\delta >0\).
