Using the filtration for the vector space of homogeneous polynomials introduced by \textit{P. Corvaja} and \textit{U. Zannier} [Am. J. Math. 126, No. 5, 1033--1055 (2004; Zbl 1125.11022); addendum ibid. 128, No. 4, 1057-1066 (2006)], \textit{M. Ru} [Am. J. Math. 126, No. 1, 215--226 (2004; Zbl 1044.32009)] established a second main theorem for meromorphic mappings into projective space intersecting hypersurfaces. In 2017, by proposing the method of replacing hypersurfaces, the reviewer [Trans. Am. Math. Soc. 371, No. 4, 2431--2453 (2019; Zbl 1483.32008)] proved a second main theorem for meromorphic mappings into projective varieties with hypersurfaces in subgeneral position. In another direction, in 2019, by introducing a new filtration, \textit{G. Dethloff} and \textit{V. T. Tran} [``Holomorphic curves into algebraic varieties intersecting moving hypersurfaces targets'', Acta Math. Vietnam 45, 291--308 (2019; \url{doi:10.1007/s40306-019-00336-3})] proved a second main theorem for the case of algebraically nondegenerate meromorphic mappings into a projective variety with moving hypersurfaces located in general position. In the paper under reviewed, the authors use the replacing hypersurfaces method of the reviewer [loc. cit.] and the new filtration of Dethloff and Tran [loc. cit.] together to establish a second main theorem for arbitrary meromorphic mappings (possibly degenerate) with a family of moving hypersurfaces. The main result of this paper is the following. Main Theorem. Let \(f\) be a nonconstant holomorphic curve in \(\mathbb P^n(\mathbb C)\), \(n > 1\). Let \(D=\{D_1,\ldots , D_q\}\) be a family of slowly (with respect to \(f\)) moving hypersurfaces in \(m\)-subgeneral position, and let \(Q=\{Q_1,\ldots, Q_q\}\) be the set of defining homogeneous polynomials of \(D\) with \(\deg Q_j=d_j\) and \(Q_j(f)\not\equiv 0\) for \(j=1,\ldots, q\). Then, for any \(\epsilon > 0\), \[\bigl |\bigl |\ \sum_{j=1}^q\frac{1}{d_j}m_f(r,D_j )\le \bigl ((m-\min\{n,m/2\}+1)(\min\{n,m/2\}+1)+\epsilon\bigl )T_f(r),\] for all \(r\) outside a set with finite Lebesgue measure.
