Consider a linear system of functional differential equations with delay \[ \dot{x}= Lx_t+\int_{-r}^0d_\theta P(\varphi,\theta)x(t+\theta), \quad \dot{\varphi}=\omega, \] where \(\omega\in\mathbb{R}^m\) is a constant vector, \(x\in\mathbb{R}^n\) and \(\varphi\in\mathbb{R}^m\). \(P(\varphi,\theta)\) is holomorphic in \(\varphi\) for \(|\operatorname{Im}\varphi|<\rho\), \(L\phi=\int^0_{-r}d\eta(\theta)\phi(t+\theta)\). The related characteristic equation is (\(\lambda\in\mathbb{C}\)) \[ \det\left(\lambda I-\int_{-r}^0e^{\lambda\theta}d\eta(\theta)\right)=0. \] Let \(\Lambda=\{\lambda_1,\ldots,\lambda_l\}\) be a finite set of roots of the characteristic equation and let \(P_\Lambda\) be the projection on the related generalized eigenspace and let \(\Phi\) be a basis in this space. Suppose that the phase space is decomposable in the direct sum \(P_\Lambda\oplus P^T_\Lambda\) and \(\omega\) satisfies the non-resonance condition with respect to \(\Lambda\). Assume that the term \(\int_{-r}^0d_\theta P(\varphi,\theta)\Phi(\theta)\) is small enough. Then there exists a sequence \(T_j(\varphi)\) of invertible holomorphic transformations converging to an invertible holomorphic transformation \(T_*(\varphi)\) s.t. \(T_*\) is \(2\pi\)-periodic in all arguments and \(x_*=T_*^{-1}(\varphi)\) reduces the given system to the system \[ \dot{x}_*=Ex_*+T^{-1}_*(\varphi)b \int_{-r}^0d_\theta P(\varphi,\theta)x_t^{Q_\Lambda}(\theta),\quad \dot{\varphi}=\omega, \] where \(E\) is a constant matrix.
