The inverse spectral problem is studied for the boundary value problem \[ -y''(x)+q(x)y(a)=\lambda y(x), \quad 0<x<\pi, \] \[ y(0)=y(\pi)=0, \] where \(q(x)\in L_2(0,\pi)\) is a complex-valued function, and \(a/\pi\in[0,1]\) is a rational number. The inverse problem consists in recovering the function \(q(x)\) from the given spectrum. Necessary and sufficient conditions for the solvability of this inverse problem are obtained and an algorithm for constructing the solution is provided.
