    It is a well-known fact that the localization theorem of Borel-Segal-Quillen-Hsiang, introduced by \textit{A. Borel} [Seminar on transformation groups, Princeton, NJ, USA: Princeton University Press (1960; Zbl 0091.37202)] is a powerful tool for cohomology theory of compact, especially compact abelian, transformation groups. One of the most profound results of localization theory, motivated by the Hilbert-Smith conjecture, is to determine the cohomology structure of fixed point sets. \textit{W.Y. Hsiang} [Cohomology theory of transformation groups. Berlin-Heidelberg-New York: Springer-Verlag (1975; Zbl 0429.57011)] proved it on the assumption that \(G\) is an elementary abelian \(p\)-group of a torus. \textit{T. tom Dieck} [Lect. Notes Maths 298, 163--169 (1972; Zbl 0284.57031)] extended Hsiang's result to abelain compact Lie groups such that the group of components \(G/G_0\) is a \(p\)-group. The author extends this result to actions of finite dimensional compact abelian groups which are extensions of a \(p\)-group by finite dimensional compact connected abelian groups.
