This paper is focused on a new formulation of two-dimensional averaged Euler equations. The technique used is a vorticity formulation (based on the stream function). The system is considered on the torus \(T=[0,2 \pi] \times [0, 2 \pi]\) with periodic boundary conditions and is written as an infinite-dimensional ordinary differential equation by using a Fourier expansion. An infinite-dimensional Gibbs measure with respect to the enstrophy is defined for this system and a flow for the averaged Euler equations on the support of this measure is obtained, with values in a Sobolev space of negative order. The author shows that this measure is invariant. An existence theorem for a solution with initial conditions on the support of this measure is obtained. The Poincaré recurrence theorem is used in the last part to prove that the flow returns to a neighborhood of the initial state infinitely many times. Important tools are the Prohorov and Skorohod's theorems for the finite-dimensional approximations of the flow. Some methods similar to those given in [\textit{S. Albeverio} and \textit{A.-B. Cruzeiro}, Commun. Math. Phys. 129, No. 3, 431--444 (1990; Zbl 0702.76041)] are here used.
