A key theorem in motivic homotopy theory states that the Nisnevich sheafification of a homotopy invariant presheaf with transfers is again homotopy invariant [\textit{V. Voevodsky}, Ann. Math. Stud. 143, 87--137 (2000; Zbl 1019.14010)]. The main result of the paper is the analogous result for presheaves with Milnor-Witt transfers (Theorem 1.2): over any field of characteristic zero, the Nisnevich sheafification of a homotopy invariant presheaf with Milnor-Witt transfers is again homotopy invariant. Presheaves with Milnor-Witt transfers are presheaves on the category of finite Milnor-Witt correspondences which was introduced by Déglise and Fasel who also proved the same statement differently by reduction to the case of framed correspondences [\textit{F. Déglise} and \textit{J. Fasel}, ``MW-motivic complexes'', Preprint, \url{arXiv:1708.06095}]. The author's proof is more intrinsic to Milnor-Witt transfers and relies on excision for homotopy invariant presheaves with Milnor-Witt transfer (Theorem 10.1) and on a injectivity result for henselian local schemes (Lemma 13.7). Along the way, also the analogous statements for Zariski sheafifications are proved (Theorem 4.1, Lemma 13.1, and Theorem 13.6).
