    The author proves that the spectral radius \(r(T)\) of a bounded linear operator \(T\) satisfies \(r(T) < 1\) if all sequences \((\langle x',T^nx\rangle)_{n\in \mathbb{N}_0}\) \((x\in X,x'\in X')\) are, up to a certain rearrangement, contained in a principal ideal of the space \(c_0\) of sequences which converge to \(0\). From this result, the author obtains generalizations of theorems of \textit{G. Weiss} [Int. J. Syst. Sci. 20, No.~11, 2323--2328 (1989; Zbl 0686.93081)] and \textit{J. M. A.M. van Neerven} [J. Funct. Anal. 130, No.~2, 293--309 (1995; Zbl 0832.47034)]. Also, the author presents a related result for \(C_0\)-semigroups.
