The authors are concerned with the locality of arbitrary commutative algebras with unit over a field \(F\). In a previous article [\textit{M. Staromiejski}, J. Algebra 379, 441--452 (2013; Zbl 1319.13019)] by the second author, it was conjectured that finite-dimensional or algebraic, resp., \(F\)-algebras are local, if and only if they are \(F\)-linearly generated by their local elements. In this article it is shown that the first conjecture is always true and that the second one is true, if and only if the underlying field has characteristic zero. As an application, deterministic and randomized polynomial-time algorithms for testing locality of finite-dimensional algebras over algebraic number fields are presented.
