Let \(G\) be a finite group, \(p\) a fixed prime, \(d=p^k>1\), \(P\) a Sylow \(p\)-subgroup. The (partial) cover-avoidance property has been investigated in several research articles recently such as \textit{L. M. Ezquerro} et al. [Rend. Semin. Mat. Univ. Padova 131, 77-87 (2014; Zbl 1317.20013)] and \textit{A. Ballester-Bolinches} et al. [Sci. China, Math. 55, No. 5, 961-966 (2012; Zbl 1264.20018)]. The main result of the present paper is the following: Assume \(d<|P|\), every subgroup of order \(d\) is a partial CAP-subgroup of \(G\) and every cyclic subgroup of order 4 of \(G\) is a partial CAP-subgroup of \(G\) when \(d=2\) and \(P\) is non-abelian, then \(G\) has \(p\)-length at most 1. The next lemma, crucial in the proof, may be of independent interest: Suppose \(d\) divides \(|P|\) and every subgroup of order \(d\) is a partial CAP-subgroup. Then every minimal normal \(p\)-subgroup of \(G\) is of order at most \(d\), and if there exists one of order \(d\), then each is of order \(d\).
