The Riemann hypothesis (RH) is the unproved statement that the nontrivial zeros of the Riemann zeta function \(\zeta(s)\) are located on the critical line \(\operatorname{Re}(s)=\sigma=1/2\). The goal of the paper is to transfer RH to a probabilistic statement about the function \(R(t)=\frac{\xi(\sigma-it)}{\xi(\sigma)}\), where \(\xi(s)\) is the complete Riemann zeta function. According to Theorem 1.1, \(R(t)\) is a characteristic function for any \(\sigma\) with explicit probability function given in 1.5. A infinite divisible probability measure \(\mu\) is one which is the \(n\)-fold convolution of a \(\mu_n\). Theorem 1.2 states that RH is true iff \(R(t)\) is a pretended infinitely divisible characteristic function (PIDCF) for any \(1/2<\sigma<1\). Theorem 1.3 shows that \(R(t)\) is a PIDCF when \(\sigma=1\) and Theorem 1.4 shows that \(R(t)\) is only quasi infinitely divisible when \(\sigma >1\).
