    The present paper continues a study initiated by the authors in connection with first and second order necessary optimality conditions in an earlier paper [\textit{B. T. Kien} and \textit{V. H. Nhu}, SIAM J. Control Optim. 52, No. 2, 1166--1202 (2014; Zbl 1293.49046)]. For a general abstract optimal control problem with state constraints, classical tools of variational analysis are applied and under some special regularity assumptions, first and second order necessary conditions for the existence of locally optimal solutions are deduces. Further, the obtained results are applied to concrete optimal control problems. A semilinear elliptic optimal control problem and an optimal control problem for a system governed by stationary Navier-Stokes equations are considered.
