    Let \(\Delta\) be the scalar Laplace operator on a 2-dimensional compact Riemannian manifold. Let \(\{\lambda_i,e_{\lambda_i}\}_{i=0,1,\dots}\) be the complete spectral resolution of \(\Delta\); here the \(\{e_{\lambda_i}\}\) are a complete orthonormal basis of smooth functions for \(L^2(M)\) with \(\Delta e_{\lambda_i}=\lambda_ie_{\lambda_i}\). Let \(\lambda=\lambda_i\) and \(e_\lambda=e_{\lambda_i}\) for \(i\). The authors obtain essentially sharp estimates linking the size of the \(L^p\) norms of \(e_\lambda\) for \(2<p<6\) with the \(L^2\) concentration near geodesics. Let \(\pi\) be the space of unit length geodesics in \(M\). Let \(\mathcal{F}_\delta(\gamma)\) be the \(\delta\)-tube about \(\gamma\). Let \(0<\epsilon_0\leq\frac12\). The authors show there is a constant \(C=C(\epsilon_0,M)\) so that \[ \|e_\lambda\|_{L^4}\leq C\lambda^{1/8}\|e_\lambda\|^{1/2}_{L^2}\times\left( \sup_{\gamma\in\pi}\int_{\mathcal{F}_{\lambda^{-1/2+\epsilon_0}(\gamma)}}|e_\lambda|^2dv\right)^{1/4}\,. \] The introduction contains a careful introduction to the problem and a historical review. Section~2 presents a micro-local Kayeya-Nikodym norm associated to a decomposition of the phase space introduced by the geodesic flow. A suitable micro local Kakeya-Nikodym estimate is established in Section~3. Section~4 discusses how these results are in a certain sense related to a Theorem of Zygmund.
