In this paper, the authors provide an analytical framework and an existence theory for the multi-valued variational inequalities with upper semicontinuous multi-valued functions. They also prove enclosure and comparison results based on an appropriately extended notion of sub-supersolutions for variational inequalities. Finally, the authors use the enclosure and extremality results to deal with classes of discontinuous multi-valued variational inequalities whose multi-valued functions considered may be neither upper nor lower semicontinuous.
