    The authors consider an un-magnetized plasma composed of electrons with mass \(m_{e}\), charge \(q_{e}=-1\), current density \(u_{e}\), momentum relaxation time \(\tau _{e}\) and density \(n_{e}\), and of ions with mass \(m_{i}\), charge \( q_{i}=1\), current density \(u_{i}\), momentum relaxation time \(\tau _{i}\) and density \(n_{i}\). They introduce the balance equations \(\frac{\partial n_{a}}{ \partial t}+\nabla \cdot (n_{a}u_{a})=0\), \(m_{a}\frac{\partial (n_{a}u_{a})}{ \partial t}+m_{a}\nabla \cdot (n_{a}u_{a}\otimes u_{a})+\nabla p_{a}(n_{a})=-q_{a}n_{a}\nabla \phi -m_{a}\frac{n_{a}u_{a}}{\tau _{a}}\), \( \lambda ^{2}\Delta \phi =n_{e}-n_{i}\), \(a=e,i\), posed in \([0,+\infty )\times \Omega \) with \(\Omega =\mathbb{R}^{N}\) or \(\Omega =\mathbb{T}^{N}\), \(N\geq 2\) . Here \(\phi \) is the electrostatic potential, \(\lambda \) is Debye's length and the pressure \(p_{a}\) satisfies \(p_{a}^{\prime }(n_{a})>0\) for every positive \(n_{a}\). The authors will choose \(p_{a}(n_{a})=(n_{a})^{\gamma }\) with \(\gamma =1\) (isothermal case) or \(\gamma >1\) (isentropic case). The following initial conditions \(n_{a}(x,0)=n_{a0}(x)\), \(u_{a}(x,0)=u_{a0}(x)\) are imposed together with the boundary condition \(\lim_{|x|\rightarrow \infty }\phi (x,t)=0\) in the case where \(\Omega =\mathbb{R}^{N}\). The two main results of the paper prove the existence of a unique smooth solution \((n_{a},u_{a},E)\in C^{1}([0,+\infty )\times \Omega )\) to this problem in the two above cases for \(\Omega \), under smoothness and boundedness hypotheses for the coefficients in the Besov space \(B_{2,1}^{1+N/2}(\Omega )\). Here \(E\) is the electric field defined as \(E=\nabla \phi \). For the proof, the authors first recall the properties of Besov spaces. They then rewrite the problem introducing new unknowns which require properties of Chemin-Lerner spaces. They claim that they here remove a technical condition which was first introduced by \textit{G. Alì} and \textit{A. Jüngel} [J. Differ. Equations 190, No. 2, 663--685 (2003; Zbl 1020.35072)] and developed by \textit{Q. Ju} [J. Math. Anal. Appl. 336, No. 2, 888--904 (2007; Zbl 1121.35019)] and by \textit{Y. Li} and \textit{T. Zhang} [J. Differ. Equations 251, No. 11, 3143--3162 (2011; Zbl 1228.35238)] to deal with the difficulty mainly arising from complicated coupling and cancellation between two carriers.
