      Let \(G\) be a finite group, and let \(R\) be a commutative ring. Then a cohomological Mackey functor \(M\) for \(G\) over \(R\) consists of \(R\)-modules \(M(H)\), one for each subgroup \(H\) of \(G\), together with restriction, transfer and conjugation maps satisfying certain natural axioms. The cohomological Mackey functors for \(G\) over \(R\) form an abelian category \(\text{Comack}_R(G)\) which is equivalent to the category of modules over the cohomological Mackey algebra \(\text{co}\mu_R(G)\) which is defined via certain generators and relations. The author constructs an explicit isomorphism \(\iota\) between the centers \(Z(RG)\) and \(Z(\text{co}\mu_R(G))\). Thus, if \((K,\mathcal O,k)\) is a suitable \(p\)-modular system for a prime \(p\) and \(R\in\{\mathcal O,k\}\) then, for every block (idempotent) \(b\) of \(RG\), \(\iota(b)\) is a block (idempotent) of \(Z(\text{co}\mu_R(G))\). Now let \(G\) and \(H\) be finite groups, and let \(b\) and \(c\) be blocks of \(RG\) and \(RH\), respectively. The author calls an \(RHc\)-\(RGb\)-bimodule \(X\) permeable if \(X\otimes_{RGb}-\) is a functor from \(\text{perm}_R^+(b)\), the category of \(p\)-permutation \(RG\)-modules belonging to \(b\), to the corresponding category \(\text{perm}_R^+(c)\). This allows the author to define permeable Morita and derived equivalences between blocks, as a generalization of splendid Morita and derived equivalences. It is then shown that a permeable Morita (derived) equivalence between \(RGb\) and \(RHc\) induces a Morita (derived) equivalence between \(\text{co}\mu_R(G)\iota(b)\) and \(\text{co}\mu_R(H)\iota(c)\).
