    Let \(k\) be a number field and \(\mathbb{A}_k\) be its ring of adeles. The author of the paper under review constructs a class of square-integrable automorphic representations on \(\mathrm{Sp}_{2n}(\mathbb{A}_k)\) explicitly using the theory of Eisenstein series. This is a global analogue of the work of Mœglin and Tadić in the local situation where they constructed discrete series representations of the classical \(p\)-adic groups. The class of automorphic representations constructed in this paper is called ``quadratic unipotent''. These are automorphic representations whose Arthur parameters take a particular simple form which are referred to as ``quadratic unipotent parameters''. Briefly this means the following. Let \(W_k\) be the (global) Weil group of \(k\). A quadratic unipotent parameter (for the group \(\mathrm{Sp}_{2n}\)) is an admissible representation \[ \phi: W_{k} \times \mathrm{SL}(2, \mathbb{C}) \to \mathrm{SO}(2n+1, \mathbb{C}), \] with the properties that (1) \(\phi|_{W_k}\) is continuous, semisimple and bounded; (2) \(\phi|_{\mathrm{SL}(2, \mathbb{C})}\) is algebraic; (3) the image of \(\phi\) is not contained in a proper Levi subgroup of \(\mathrm{SO}(2n+1, \mathbb{C})\); (4) \(\phi|_{W_k}\) factors through \(W_{k}^{\mathrm{ab}}\). It is precisely the last condition that makes the parameter particularly simple and interesting. Recall that \(W_{k}^{\mathrm{ab}}\) is isomorphic to \(\mathbb{A}_{k}^\times/k^\times\). Thus the parameter \(\phi\) decomposes into a direct sum \[ \phi \simeq \bigoplus_{(\mu, a)} \mu \otimes V_a, \] where \(\mu\) is a character of \(\mathbb{A}_k^\times/k^\times\) and \(V_a\) is the \(a\)-dimensional irreducible representation of \(\mathrm{SL}(2, \mathbb{C})\). A little bit analysis shows that \(\mu\) has to be quadratic, \(a\) has to be odd, \(\sum a = 2n+1\) and \(\prod \mu = 1\). In fact direct sums of this form exhaust all quadratic unipotent parameters. We let \(l\) be the number of quadratic characters \(\mu\) such that the number of summands of the form \(\mu \otimes V_a\) in \(\phi\) is odd. The construction naturally splits into two cases \(l = 1\) and \(l > 1\), and in both cases the construction proceeds by an inductive argument, each time adding to summands of the form \(\mu \otimes V_a \oplus \mu \otimes V_b\) to the parameter. The outline of the construction is described in Section~3 and the detailed treatment of all the necessary intermediate steps is contained in Section~4 and~5. The case \(l = 1\) (in such case there must be a summand of the form \(\mathbf{1} \otimes V_a\)) is treated in Section~4 and the more general (and difficult) case \(l > 1\) is treated in Section~5. To make the argument work, the author imposes some minor technical assumptions on the parameter \(\phi\) (referred to as Conditions \((\Delta)\) in the paper). This paper is well-written and the argument is clear and easy to follow.
