    \textit{Y.-H. Li} [``On regular semigoups with a quasi-ideal regular \(*\)-transversal'', Adv. Math. (China) 32, No. 6, 727-738 (2003)] introduced the class of unary semigroups \((S,{^*})\) that satisfy the identities \(xx^*x=x\), \(x^*xx^*=x^*\), \(x^{***}=x^*\), \((xy^*)^*=y^{**}x^*\), \((x^*y)^*=y^*x^{**}\) and termed them `regular semigroups having a regular \(^*\)-transversal'. Indeed the subsemigroup \(S^*=\{x^*:x\in S\}\) is a regular \(^*\)-semigroup in the usual sense. The class of semigroups so defined includes both the regular \(^*\)-semigroups and the regular semigroups with inverse transversal, each of which has been the topic of considerable study. In each case, the fundamental members have also been studied through appropriate generalizations of the Munn semigroup and its generalization, the Hall semigroup. Here the author's base point is a regular semi-band (idempotent-generated semigroup) \(C\) having a regular \(^*\)-transversal, from which he constructs a fundamental regular semigroup \((T_C,{^*})\) with regular quasi-ideal \(^*\)-transversal. Then if \(S\) is any regular semigroup \((S,{^*})\) with a regular quasi-ideal \(^*\)-transversal, there is a unary representation in \((T_C, ^*)\) that induces the maximum idempotent-separating congruence on \(S\). Here \(C\) is the (regular) semi-band generated by the idempotents of \(S\). The result is a characterization of the semigroups in the title.
