The paper is in connection with a paper of \textit{J. G. Ratcliffe} and \textit{S. T. Tschantz} [Exp. Math. 9, No. 1, 101--125 (2000; Zbl 0963.57012)]. In that paper the authors proved that the volume spectrum of hyperbolic 4-manifolds is the set of integral multiples of \(v_m=4\pi^2/3\) and included a list of 1171 distinct cusped hyperbolic 4-manifolds of minimal-volume. These examples are obtained by pairing the facets of one copy of the regular ideal hyperbolic 24-cell and all these manifolds have five or six cusps. In the present paper the author proves the following theorems. {Theorem 1.1}. There exists a minimal volume, non-orientable, hyperbolic 4-manifold with two cusps. This manifold is also constructed by pairing the facets of a regular ideal hyperbolic 24-cell. The author states: ``To the best of our knowledge, the manifold of Theorem 1.1 has the lowest number of cusps among known minimal volume hyperbolic 4-manifolds.'' He also notes that the authors \textit{A. Kolpakov} and \textit{B. Martelli} [Geom. Funct. Anal. 23, No. 6, 1903--1933 (2013; Zbl 1283.57022)] constructed the first example of a hyperbolic 4-manifold with one cusp with the volume \(4.v_m\). {Theorem 1.2}. There exists a one-cusped, non-orientable, hyperbolic 4-manifold with volume equal to \(2.v_m\). This manifold is obtained by pairing the facets of two copies of the regular ideal hyperbolic 24-cell. And the author says: ``To the best of our knowledge, this manifold of Theorem 1.2 has the lowest volume among known one-cusped hyperbolic 4-manifolds.''
