In the first part of this paper, the authors propose the following conjecture: Let \(\Delta\) be a \((d-1)\)-dimensional simplicial complex on \([n]\). Fix an integer \(\ell\) with \(0\leq \ell\leq n-d-1\). If \(e(K[\Delta])\leq(\ell + 1)d-\ell\) and \(\beta_{\ell,\ell+d}(K[\Delta]) = 0\), then \(\text{reg} K[\Delta]\leq d-1\). It is shown that the conjecture is true for \(d\leq 3\). In the second part of the paper, the authors pose ``a new lower bound conjecture'' as follows. Let \(K\) be a field. Let \(\Delta\) be a \((d-1)\)-dimensional simplicial complex on the vertex set \([n]\). Suppose that \(\widetilde{H}_{d-1}(\Delta; K)\neq 0\) and \(\widetilde{H}_{d-1}(\Delta_{[n]\setminus v}; K)=0\) for each \(v\in [n]\). Then \(f_{d-1}(\Delta)\geq (n-d)d-n + d + 2\). It is proved that this conjecture is equivalent to the above mentioned conjecture. It is also shown that this conjecture implies the lower bound theorem for pseudomanifolds on facets which states that for every \((d-1)\)-dimensional simplical complex \(\Delta\) with \(n\) vertices, the inequality \(f_{d-1}(\Delta)\geq (n-d)d-n + d + 2\) holds.
