A smoothly bounded plane domain \(D\) is called exceptional if there exists a positive harmonic function \(u\) on \(D\) which vanishes on \(\partial D\) and has constant normal derivative there. Such domains were recently classified by \textit{D. Khavinson} et al. [Pac. J. Math. 265, No. 1, 85--111 (2013; Zbl 1279.31003)] and \textit{M. Traizet} [Geom. Funct. Anal. 24, No. 2, 690--720 (2014; Zbl 1295.35344)]. The present paper provides a partial classification of quasi-exceptional domains, which have a similar definition except that the condition on \(u|_{\partial D}\) is relaxed to allow a different constant value on each boundary component. The authors also describe a new two-parameter family of periodic quasi-exceptional domains. Quasi-exceptional domains are shown to be arclength null quadrature domains, but the validity of the converse assertion is left as an open question.
