\textit{S. A. Orlov} [Dokl. Akad. Nauk SSSR, n. Ser. 92, 483--486 (1953; Zbl 0053.05803)] found a class of linear differential operators with real analytic coefficients and a polynomial \(P\) in such a way that the deficiency numbers of these operators coincide with the number of the roots of the polynomial \(P\) having negative real parts. The authors extend this result to operators generated by matrix linear second-order quasi-differential expressions.
