    Let \(\Omega_{B}\) be an open Lipschitz subset of \({\mathbb{R}}^{m}\) with a compact boundary \(\partial \Omega_{B}\). Here \(m\in\{2,3\}\) and \(\Omega_{B}\) may be unbounded. Let \(\Omega_{O}\) denote the exterior of \(\Omega_{B}\). Let \(\omega_{B}\) be a bounded open Lipschitz subset of \({\mathbb{R}}^{m}\) with \(\overline{\omega_{B}}\subseteq \Omega_{B}\). Let \( S_{sB} \) be a closed Lipschitz manifold with boundary of \(\partial \omega_{B}\). The authors consider the Brinkman system in \(\Omega_{B}\setminus S_{sB}\) coupled with the Oseen system in \(\Omega_{O}\) and with transmission conditions on \(\partial \Omega_{B}=\partial\Omega_{O}\) and on \( S_{sB} \), which can be regarded as an \((m-1)\)-dimesional obstacle, and characterize the set of data of the transmission conditions for which a solution exists both in case \(\Omega_{B}\) is bounded and \(\Omega_{B}\) is unbounded and write all solutions in terms of layer potentials and of the limiting value of the solutions at infinity.
