      A crystallization of a PL \(d\)-manifold is a cell structure based on a colored graph \(\Gamma\). The order of a crystallization is the number of vertices in the crystallization. The gem-complexity of a manifold \(M\) is the non-negative integer \(k(M)= p-1\) where \(2p\) is the minimum order of a crystallization of \(M\). The regular genus of \(\Gamma\) is the least genus of an orientable surface into which \(\Gamma\) embeds regularly. The regular genus \({\mathcal G}(M)\) of a closed connected PL manifold is defined as the minimum regular genus of its crystallizations. This paper establishes the following inequalities for a PL \(4\)-manifold \(M\) \[ k(M) \geq 3\chi(M)+10m-6\text{ and }{\mathcal G}(M) \geq 2 \chi(M)+5m+4 \] where \(m=\mathrm{rk}(\pi_{1}(M))\).
