      For a linear system \(Ax=b\) with \(A=I-L-U\), \(L\geq 0\), \(U\geq 0\) the Stein- Rosenberg theorem is generalized under the assumptions that \(L\), \(U\) are not necessarily strictly lower and strictly upper triangular matrices respectively, and \(\varrho(L)<1\). Applying the basic result new upper bounds on the spectral radius \(\varrho(L_{\gamma \omega})\) and the convergence domains of the iteration matrix \[ L_{\gamma \omega}=(I-\gamma L)^{-1}[(1- \omega)I+(\omega-\gamma)L+\omega U] \] are obtained in the case of \(A\) being a nonsingular \(H\)-matrix.
