``A \(d\)-arrangement is a nonempty finite set of hyperplanes in real projective \(d\)-space \(P^ d\) that do not have a point in common. A \(d\)- arrangement is simplicial if each of its cells is a simplex.'' The Grünbaum arrangement on the regular polytope \(\pi^ d\) in \(E^ d\subset P^ d\) is formed by the facet hyperplanes of \(\pi^ d\) supplemented by some of its hyperplanes of mirror symmetry and perhaps the hyperplane at infinite. Partial results answering the question in the title of the paper are contained in various papers. This paper assembles these results and supplements them.
