      The optimal control problems for the general evolutional equation in Banach space with given initial and terminal data is considered. The nonlinear term of the equation is twice continuously Frechet differentiable and strongly monotone. The system is linear to the control. There are some state constraints. An extension of the Dubovitskij-Milyutin method to the case of a nonregular operator is made based on Avakov's generalization of Lyusternik's theorem. The extremum principle for the case of abnormal optimal control problems is presented. The problem with nonoperator equality constraints is considered. The restriction to the nonlinear term of the equation seems very strict. Unfortunately the examples of concrete nonlinear systems for which the presented results can be used are absent.
