Using the concept of \({\mathcal I}\)-convergence and \({\mathcal I}\)-limit superior the authors give a characterization of the class of \({\mathcal I}\)-conservative matrices (a matrix \(A\) is said to be \({\mathcal I}\)-conservative if for each convergent sequence \(x=(x_n)\) \(Ax\) exists and belongs to the set of bounded \({\mathcal I}\)-convergent sequences). Some new inequalities related to the \({\mathcal I}\)-limit superior are given. It is shown: A matrix \(A=(a_{nk})\) is \({\mathcal I}\)-conservative if and only if \(\sup_n\sum_k|a_{nk}|<\infty\), \({\mathcal I}-\lim_n a_{nk}=t_k\) for each \(k\), and \({\mathcal I}-\lim_n\sum_ka_{nk}=t\). For an \({\mathcal I}\)-conservative matrix \(A\) the number \(K_{\mathcal I}=K_{\mathcal I}(A)=t-\sum_kt_k\) is said to be the \({\mathcal I}\)-characteristic of \(A\). Let for a bounded sequence \(x\) \({\mathcal I}(x)=\liminf x\) and \(L(x)=\limsup x\). The main result of the paper asserts: Let \(A\) be \(I\)-conservative. Then for some constant \(\lambda \geq|K_{\mathcal I}|\) and all bounded sequences \(x\) \[ {\mathcal I}-\limsup_n\sum_k (a_{nk}-t_k)x_k\leq \tfrac 12(\lambda+K_{\mathcal I})L(x)-\tfrac 12 (\lambda-K_{\mathcal I}) {\mathcal I}(x) \] if and only if \({\mathcal I}-\limsup_n\sum_k|a_{nk}-t_k|\leq \lambda\). The authors give some consequences of the above theorem for special choices of the ideal \({\mathcal I}\).
