The paper studies chain recurrence and related notions for semiflows on fairly general topological spaces \(X\). A typical assumption is that \(X\) is compact and Hausdorff, but not necessarily a metric space, as might arise if \(X\) is the Stone-Čech compactification of a noncompact space. Chain recurrence and chain transitivity are defined in terms of what are called admissible families of open covers of \(X\). Conley's theorem relating the structure of the chain recurrent set to the collection of attractor-repeller pairs is derived for semiflows when \(X\) is compact and Hausdorff, from which it follows that in this setting the definition of chain recurrence is independent of the choice of admissible family of open covers. Chain recurrent behavior is further characterized in terms of locally transitive semigroups acting on \(X\), which are introduced as a generalization of the ``\(\varepsilon\)-jumps'' used in the usual definition of an \(\varepsilon\)-chain on a metric space.
