Let \(\pi\) be a set of primes, and let \(G\) be a \(\pi\)-separable finite group. Isaacs has defined a set \(I_\pi(G)\) of irreducible \(\pi\)-partial characters of \(G\) (such that \(I_{p'}(G)=\text{IBr}_p(G)\) for every prime \(p\)). For \(\varphi\in I_\pi(G)\), the set \(L_\varphi\) of irreducible characters \(\chi\in\text{Irr}(G)\) which restrict to \(\varphi\) is not empty, by an analog of the Fong-Swan Theorem. The author shows that there exist a subgroup \(W_\varphi\) of \(G\) and an irreducible \(\pi\)-partial character \(\alpha\in I_\pi(W_\varphi)\) such that \(\alpha(1)\) is a \(\pi\)-number, \(\alpha^G=\varphi\) and \(|L_\varphi|\geq|W_\varphi:W'_\varphi|_{\pi'}\). He also proves that \(|L_\varphi|\leq|Q:Q'|\) where \(Q\) is a vertex of \(\varphi\), provided that \(G\) has odd order and \(\pi=p'\) for a prime number \(p\).
