    Consider the following nonselfadjoint singular Schrödinger boundary problem with an eigenparameter in the equation and the boundary condition: \[ l(y)=-y''+((\nu^2-\tfrac14)/x^2)y(x)+q(x)y(x)=\lambda y(x),\quad x\in(0,+\infty), \] \[ \alpha_1W[y,u]_0-\alpha_2W[y,v]_0=\lambda(\alpha'_1W[y,u]_0-\alpha'_2W[y,v]_0), \] \[ W[y,u]_{\infty}-hW[y,v]_{\infty}=0. \] Here \(0\leq\nu<1\), \(q\in L^1_{\text{loc}}(\mathbb R_+)\) is real-valued, \(\lambda\) is a complex spectral parameter, \(\alpha_1\), \(\alpha_2\), \(\alpha_1'\), \(\alpha_2'\) are real, such that \(\alpha:=\alpha_1'\alpha_2-\alpha_2'\alpha_1>0\), \(W\) denotes the Wronskian of respective functions, \(u(x)\) and \(v(x)\) are the solutions of \(l(y)=0\) on \((0,\infty)\) satisfying the initial conditions \(u(c)=1\), \(u'(c)=0\), \(v(c)=0\), \(v'(c)=1\) for some \(c\in(0,\infty)\) and \(\Im h>0\). Suppose that the Weyl's limit-circle case holds. A maximal dissipative Schrödinger type operator is constructed, having the same spectrum as the given boundary value problem. Then a selfadjoint dilation of the dissipative operator is constructed, as well as its incoming and outgoing spectral representations, which makes it possible to determine the scattering matrix of the dilation. A functional model of the dissipative operator and its characteristic function in terms of the solutions of the corresponding Schrödinger equation is constructed. Finally, it is proved that the spectrum of the given boundary value problem is purely discrete and belongs to the upper half-plane and that for all the values of \(h\) with \(\Im h>0\), except possibly for a single value \(h=h_0\), the system of eigenfunctions and associated functions of this problem is complete in \(L^2(0,\infty)\).
