This paper studies basis properties of the root functions of the boundary value problem \[ \begin{aligned} y''(x) + \lambda y(x) &= 0,\quad x \in (0,1), \\ y'(0) + a\lambda y(0) &= 0, \\ y'(1) - b\lambda y(1) &= 1, \end{aligned} \] in the space \(L_{p}(0,1)\), \(1<p<\infty\), \(a<0\) and \(b<0\).
