    The author claims that, in statistical mechanics, a non-equilibrium theory should refer to extensions of the Gibbs formalism which deal not only with heat and energy, but also with other kinetic features which are of importance for the evaluation of state occupations. With this purpose in mind, one gives bounds on the relative stationary occupations for the Markov jump process in terms of the released heat over paths in the Kirchoff graph. The prospect of these results would be in the theory of strongly non-equilibrium processes under low-temperature conditions.
