    Sturm-Liouville problems with two self-adjoint boundary conditions dependent upon the eigenparameter are studied. The authors give sufficient conditions to find root vectors of this Sturm-Liouville problem to form a Riesz basis of a corresponding weighted Hilbert space. The problem is more clearly described as follows: Let \(p\), \(q\) and \(r\) be real-valued functions defined on \([-1,1]\) satisfying the conditions \(p(x)> 0\), \(xr(x)> 0\) for almost all \(x\in[-1,1]\) such that \({1\over p}\), \(q\), \(r\) are integrable over \([-1,1]\). The authors solve the following regular indefinite Sturm-Liouville eigenvalue problem: \[ -(pf')'+ qf=\lambda rf\quad\text{on}\quad [-1, 1]\tag{1} \] with the eigenparameter boundary condition \[ {\mathbf M}{\mathbf b}=\lambda{\mathbf N}{\mathbf b}(f),\tag{2} \] where \({\mathbf M}\), \({\mathbf N}\) are \(2\times 4\) matrices and the boundary mapping \({\mathbf b}\) is defined by \[ {\mathbf b}(f)=[f(-1), f(1), (pf')(-1)(pf')(1)]^T. \] The authors give sufficient conditions on the coefficients used in (1) and (2) providing thereby a Riesz basis of the Hilbert space \(L_{2,|\gamma|}\oplus C^2_{|\Delta|}\); \(\Delta\) is a \(2\times 2\) non-singular Hermitian matrix determined by \({\mathbf M}\) and \({\mathbf N}\). The problem is not at all a simple one. The authors prove many hard and interesting theorems to solve systems (1) and (2). [Part I in: Operator theory and indefinite inner product spaces.
