The author, with \textit{G. F. Birkenmeier}, has investigated polynomials and formal power series over a ring with various annihilator conditions [see Commun. Algebra 29, No. 5, 2097-2112 (2001); Erratum 30, No. 7, 3565 (2002; Zbl 0990.16033), Monatsh. Math. 141, No. 4, 265-276 (2004; Zbl 1064.16046), and Algebra Colloq. 9, No. 1, 29-37 (2002; Zbl 1024.16022)]. The current paper is to extend some results on polynomial rings over a PP ring to analogous results in the nearrings of polynomials and nearrings of formal power series over right Rickart rings. A main result of the article states that a finite reduced ring \(R\) with unity is Rickart if and only if \((R[x],+,\cdot)\) is Rickart if and only if \((R[\![x]\!],+,\cdot)\) is Rickart if and only if \((R_0[\![x]\!],+,\circ)\) satisfies that every right annihilator of an element is a right annihilator of some idempotent. Note that the composition in \((R_0[\![x]\!],+,\circ)\) makes \(R_0[\![x]\!]\) a left nearring which is not a ring.
