    The self-dual Einstein (SDE) metrics with symmetry group \(T^2\) and its non-compact forms are said to be \textit{toric}. The aim of this work is to develop systematically the quotient approach to toric SDE metrics. This approach produces an abundance of local examples. As well, it provides more direct insight into the global behavior of such metrics (completeness or topology). The authors set the initial stage for such a systematic study by considering the toric SDE metrics arising as (semi-)quaternion Kähler quotients of 8-dimensional quaternionic hyperbolic space \(\mathbb{H} \mathcal{H}^2\) and its indefinite signature analogue space \(\mathbb{H} \mathcal{H}^{1,1}\) by a one-dimensional group action. The quaternion Kähler quotients of \(\mathbb{H} \mathcal{H}^2, \mathbb{H}P^2\) and \(\mathbb{H} \mathcal{H}^{1,1}\) by a one-dimensional group action are SDE Hermitian manifolds. Consequently, all quotients discussed in this paper are SDE Hermitian manifolds. Moreover, all SDE Hermitian metrics with nonzero scalar curvature are, at least locally, quaternion Kähler quotients of \(\mathbb{H} \mathcal{H}^2, \mathbb{H}P^2\) or \(\mathbb{H} \mathcal{H}^{1,1}\). The authors have developed some aspects of the general theory of quotients of \(\mathbb{H} \mathcal{H}^{k,\ell}\) by \((k+\ell -1)\)-dimensional abelian semi- quaternion Kähler group action. In particular it is shown how the quotient metrics are related to the hyperbolic eigenfunction ansatz.
