The book contains five lectures on the Quantum Hall Effect delivered at the \textit{Séminaire Poincaré}. The lectures are addressed to a general audience of physicists and mathematicians. The lecture by K.\ von Klitzing gives a historical and personal perspectives on the discovery of the Quantum Hall Effect and also outlines physics and basic applications of the Quantum Hall Effect. The second lecture by B.\ Douçot and V.\ Pasquier is devoted to the theoretical physics description of the Quantum Hall Effect. This is followed by the lecture by B.\ Jeckelmann and B.\ Jeanneret in which the applications of the Quantum Hall Effect to metrology are outlined. The final two lectures are devoted to the Fractional Quantum Hall Effect. The first of these, authored by S. M.\ Girvin, gives the theoretical introduction to the Fractional Quantum Hall Effect, while the second, authored by D. C.\ Glatti, reviews the tunneling experiments which provided the evidence for fractionally charged excitations.
