This is the second part of a series of papers, in which the author investigates spectral properties of Dirac operators with singular potentials. Spectral analysis of a relativistic one-electron atom in interaction with second quantized radiation field is studied. It is shown that the lifetime of excited states in a relativistic hydrogen atom coincides with the lifetime given by Fermi's Golden Rule in the non-relativistic case.
