The authors modify the element-by-element construction of wavelets satisfying stability and moment conditions presented by \textit{W. Dahmen} and \textit{R. Stevenson} [SIAM J. Numer. Anal. 37, No.~1, 319--352 (1999; Zbl 0942.65130)]. These wavelets can be rearranged to show any order of cancellation properties and generate stable bases for some Sobolev spaces. Since the quantitative properties of these wavelets are disappointing the construction in the present work aim at much better conditioned finite element wavelets.
