In this paper, the authors consider the unnormalized Kähler-Ricci flow on \(\mathbb{CP}^n\sharp \overline{\mathbb{CP}^n}\) starting with a \(\mathrm U(n)\)-invariant Kähler metric, which was known to develop type-I singularities at a certain time \(T< \infty\). They show that if the total volume does not tend to zero as \(t \rightarrow T\), then any type-I parabolic blow-up limit of the flow around a spacetime point \((p,T)\) where \(p\) is a point in the exceptional divisor, is the unique \(\mathrm U(n)\)-invariant complete shrinking Kähler-Ricci soliton on \(\mathbb{C}^n\) blown-up at one point, which was constructed by \textit{M. Feldman} et al. [J. Differ. Geom. 65, No. 2, 169--209 (2003; Zbl 1069.53036)]. This improves a previous result of the second author [Int. Math. Res. Not. 2015, No. 16, 7365--7381 (2015; Zbl 1401.53054)], and solves a conjecture of Feldman-Ilmanen-Knopf [loc. cit.]. The proof involves a careful analysis by using the \textit{E. Calabi} ansatz [Ann. Math. Stud. 102, 259--290 (1982; Zbl 0487.53057)].
