Let \(R\) be a generalized \(\mathbb{F}_{1^2}\)-subalgebra of the ring \(\mathbb{Z}\) of integers, and \((a,b)\in R(2)\) a binary operation where \(a,b\) are coprime with \(a\neq0, b\neq 0\). The congruence hypothesis proposed by \textit{A. L. Smirnov} [J. Math. Sci., New York 151, No. 3, 3052--3068 (2008; Zbl 1288.13017); translation from Zap. Nauchn. Semin. POMI 349, 211--241 (2007)] asserts that there is a positive integer \(N\) such that \(R_N\subset R\), where \(R_N\) is the preimage under the homomorphism \(R\subset\mathbb{Z}\rightarrow \mathbb{Z}/N\) of the image of \(\mathbb{F}_{1^2}\) in \(\mathbb{Z}/N\). This paper proves this conjecture. The author also shows that the number \(N\) appearing in the hypothesis can be taken as the absolute value of the product of the numbers \(a\) and \(b\).
