In the current paper, the authors present several results on the spectral theory and topology of complex and quaternionic hyperbolic manifolds with finite volume, extending their previous work. The spectral results are, in a certain sense, optimal in the first case, not so in the quaternionic case. In both cases, the proofs rely on the Ramanujan's conjecture for \(\mathrm{GL}(n)\), deriving what is called unconditional proofs, and work of Arthur and Mok on classifications and trace formulas. A few topological consequences are discussed among which a Lefschetz property between arithmetic quotients and complex balls.
