In [Proc. Am. Math. Soc. 90, 631--640 (1984; Zbl 0541.54034)] \textit{P. J. Collins} and \textit{A. W. Roscoe} introduced a condition on local bases that mimics the behaviour of open balls and characterises metrizability. In [\textit{P. J. Collins} et al., ibid. 94, 487--496 (1985; Zbl 0562.54043)] variations of this condition, obtained by varying the type of sets used and the cardinality of the families, were shown to characterise various generalised metric properties. In this paper the author considers the variation denoted~(F): every point \(x\) has a local network \(\mathcal{W}(x)\) such that whenever \(U\) is open and \(x\in U\) then there is an open set \(V(x,U)\) with the property that for every \(y\in V(x,U)\) there is \(W\in\mathcal{W}(y)\) such that \(x\in W\subseteq U\). The principal results give conditions on a space \(Y\) such that \(C_p(Y)\) satisfies special cases of~(F). For example, if \(Y\) is a \(\Sigma\)-product of cosmic spaces then \(C_p(Y)\) has (F) with countable \(\mathcal{W}(x)\). Also, if \(Y\)~is \(\sigma\)-compact metric then \(C_p(Y)\) has (F) where \(\mathcal{W}(x)\) can be written as the union of countably many finite families \(\mathcal{W}_n(x)\), such that whenever \(U\) is open and \(x\in U\) then there is a natural number~\(m(x,U)\) and an open set \(V(x,U)\) with the property that for every \(n\geq m(x,U)\) and every \(y\in V(x,U)\) there is \(W\in\mathcal{W}_n(y)\) such that \(x\in W\subseteq U\).
