The authors investigate conditions under which module maps of Banach right modules can be completely determined by the action on some sets of elements. The techniques will be then applied to linear maps on Hilbert $C^*$-modules leaving invariant a collection of closed subspaces. The topic is approached through problems of the type (*) $a\in\mathcal{A}$, $m\in\mathcal{M}$, $ma = m_0 \Rightarrow T(m)a = T(m_0)$, with bounded linear maps $T : \mathcal{M} \to \mathcal{M}$ and fixed elements $m_0 \in\mathcal{M}$, where $\mathcal{M}, \mathcal{N}$ are Banach right $\mathcal{A}$-modules over a Banach algebra $\mathcal{A}$. It is shown (Theorem 2.2) that, in the case that $\mathcal{A}$ is a $C^*$-algebra, $T$ is a right $\mathcal{A}$-module map if and only if $a\in\mathring A$, $m\in\mathcal{M}$, $ma =0 \Rightarrow T(m)=0$. In particular, in this setting, approximate local $\mathcal{A}$-module maps and local $\mathcal{A}$-module maps are the same and also approximate left multipliers are automatically left multipliers. Results are also developed for the case when $\mathcal{M}$ is a cyclic Banach right module over a unital Banach algebra $\mathcal{A}$ and $\mathcal{M} = \overline{m_0\mathcal{A}}$. Then bounded $\mathcal{A}$-module maps $T: \mathcal{M}\to\mathcal{N}$ are characterized by the property $a\in\mathcal{A}$, $m\in\mathcal{M}$, $ma = m_0 c \Rightarrow T(m)a = T(m_0)$ for some fixed invertible element $c\in\mathcal{A}$, with the consequence that $T$ is a left multiplier if and only if $a,b\in\mathcal{A}$, $ab=c \Rightarrow T(a)b =T(c)$. If, additionally, $\mathcal{A}$ is a von Neumann algebra, then $T$ is an $\mathcal{A}$-module map if and only if $a\in\mathcal{A}$, $a^2=1 \Rightarrow T(m_0 a)a = T(m_0)$. The paper is completed with a section on the reflexive closure of an operator algebra or a Hilbert $C^*$-module containing a simplified proof of a recent result by \textit{E. G. Katsoulis} [Ill. J. Math. 58, No. 2, 359--367 (2014; Zbl 1329.46053)] by proving that $\operatorname{Alg}\operatorname{Lat}\mathcal{K}(\mathcal{M}) = \operatorname{Alg}\operatorname{Lat}\mathcal{L}(\mathcal{M}) = \operatorname{Alg}\operatorname{Lat} \operatorname{End}_{\mathcal{A}}(\mathcal{M}) = \operatorname{End}_{\mathcal{A}}(\mathcal{M})$. Also, we have $\operatorname{Alg}\operatorname{Lat} \rho(\mathcal{A}) = {\mathcal{K}}(\mathcal{M})^\prime$ for the reflexive closure $\rho(\mathcal{A})$ (regarded as an algebra acting on $\mathcal{M}$) with regular representation $\rho: \mathcal{A} \to \mathcal{B}(\mathcal{M})$, where $\mathcal{K}(\mathcal{M})^\prime = \{ T\in \mathcal{B}(\mathcal{M}) : TS=ST \ (S\in\mathcal{K}(\mathcal{M})\}$. In this manner, even the following commutativity characterization is achieved: given a Hilbert $C^*$-module $\mathcal{M}$ over a $C^*$-algebra $\mathcal{A}$, we have the implications $\mathcal{A}$ abelian $\Rightarrow {\text{ Lat}}\, {\mathcal{K}}({\mathcal{M}}) \subset\operatorname{Lat}\rho(\mathcal{A})$, resp.\ $\mathcal{M}$ faithful and $\operatorname{Lat}\mathcal{K}(\mathcal{M}) \subset \operatorname{Lat}\rho(\mathcal{A}) \Rightarrow \mathcal{A}$ abelian.
