A new criterion for relative compactness in the space of functions regulated on a bounded and closed interval is proposed and the analysis reveals its equivalence to an earlier one by \textit{D. Fraňková} [Math. Bohem. 116, No. 1, 20--59 (1991; Zbl 0724.26009)]. However, the new criterion seems to be easier to use than the previous one, and it provides a starting point for constructing a regular measure of noncompactness in the space of regulated functions. An application to quadratic Hammerstein integral equations in the mentioned space illustrates the theoretical achievements.
