    One of the central topics in number theory is to study \(L\)-functions of automorphic forms. In the impressive paper under review, the author focuses on the spinor \(L\)-functions of Siegel cusp forms of large even weight for \(\mathrm{Sp}_4(\mathbb{Z})\). His first theorem gives a nice estimation of the spectral averages of such \(L\)-functions at the central point with power saving error term. In his main theorem, Theorem 2, the author computes the second moment of the general spinor \(L\)-functions twisted by Dirichlet characters. The estimation has a power saving error term and its main term is calculated explicitly in some particular cases. As applications of the two results, a good lower bound of the harmonic weight \(\omega_{F,k}\) appearing in Böcherer's conjecture is given. Moreover, several non-vanishing results of central values of \(L\)-functions are also obtained. The author employs the spectral summation formula for GSp(4) to prove the results. The Petersson formula and some other valuable relations are established. The technology would be useful to attack some relative problems. As an example, the author extends the first result to the case of congruence subgroups.
